Electric cars in Portugal

Your assistant gets to know Portugal’s electric car rules.

Voltaria is a set of guides about electric cars in Portugal: charging at home and on the street, your building, grants, the battery, the law. It isn’t for you to read. It’s for ChatGPT, Claude or another assistant to read for you, and answer you in plain words.

What it is

A manual your assistant read before talking to you.

AI assistants know a lot, but sometimes they get things wrong or use rules that have changed. Voltaria gives them the right information about electric cars in Portugal, with the law and the date of each thing.

  • Charging at home

A socket or a wallbox? Who can install it?

  • In your building

What the condominium can, and can’t, refuse.

  • On the street

How to pay at a public charger and what to do if it doesn’t work.

  • Grants and tax

Fundo Ambiental, IUC, VAT and parking.

  • Battery and range

How far to charge, and why the car does fewer kilometres in winter.

  • The law

What changed with the new 2025 law.

And more: companies and fleets, the electrical installation, the old rules, grid tariffs.

Why it’s needed

The law changed. The internet didn’t always.

In August 2025 Portugal got a new law for electric cars, Decree-Law 93/2025. Many web pages, and many assistants, still describe the old rules. With Voltaria, your assistant answers with today’s rules.

BeforeThe condominium had 60 days to decide and needed a two-thirds majority.

TodayIt has 30 days, and a simple majority is enough.

BeforeElectric cars had to display a sticker.

TodayNo longer required, since February 2024.

How it works

From the law to your assistant, in three steps.

  1. We read the official sources

The Diário da República (Portugal’s official gazette), DGEG, Fundo Ambiental, ERSE. We write what they say in plain words. Each rule says where it comes from and when it was checked.

  2. A person reviews it

Nothing goes in without a review. Every change is checked before it reaches your assistant.

  3. ohmigo delivers it

ohmigo connects your assistant to Voltaria. When you ask a question, it fetches the right guide and answers you.

Your assistant

I live in a block of flats. Can the condominium stop me from putting a charger in my garage space?

Checking Voltaria…

As a rule, no. The law gives you the right to install a charger in your space, at your own cost. You must tell the building’s management in writing at least 30 days before. The condominium can only object in specific cases, for example if a technician shows there is a safety risk.

How to use it

You don’t need to open Voltaria. Install ohmigo.

ohmigo is free and needs no sign-up. You add it to your assistant once, in about 2 minutes, and from then on it uses Voltaria by itself. It also tells you where charging is cheapest.

  1. Open the ohmigo website.
  2. Pick your assistant: ChatGPT, Claude or Grok.
  3. Follow the steps and ask your question, like you’d ask a friend.
Install ohmigo

It also works in other AI apps that accept MCP connections.

Agent Skills

Each topic is a skill: a folder skills/<name>/ with a SKILL.md. The frontmatter has name and description; the description tells the agent when to use it. The text is written for the agent, never for people, always in European Portuguese. The agent does the translating.

Served over MCP

ohmigo is an MCP server (Streamable HTTP, no auth) and exposes Voltaria through a single tool, ev_rules_portugal. No arguments lists the topics; topic returns the SKILL.md; topic + query returns the facts that contain every word.

Facts with a source and a date

Values that change (grants, tax limits) don’t live in the skills, which carry no prices. They’re in knowledge/incentives.json, each with source, checkedAt and validFrom/validTo. Closed grants stay as history and are never shown as open.

Without MCP

Every release (tag vX.Y.Z) publishes one zip per skill, licence included, to upload by hand to Claude.ai or ChatGPT.

Checked in CI

glossario.md is enforced: a term from its “Evitar” (avoid) column fails the check. No skill contains € amounts. Each one cites legislation (Diário da República or EUR-Lex) and a technical standard. Anything from a third party says who said it, like [UVE, …] or [DGEG, …].

Evals

Real questions answered without and with each skill, to measure whether the skill actually helps, plus per-section ablation.

Semver

Updating facts is a patch, a new skill is a minor, renaming a skill is a major: skill names are ohmigo’s topic values.
